Future-proofing Sydney’s North West corridor for a growing community

Upgrading the Garfield Road corridor was one of a number of projects that formed part of the North West Growth Centre Road Network Strategy.

The 7.2kilometre corridor has been split into three sections: Garfield Road East, Garfield Road Central and Garfield Road West. Future upgrades of Garfield Road East and Garfield Road West have been planned to facilitate the development of land surrounding the corridor.

A key part of the project was the establishment and operation of a Western Sydney Project Office for Garfield Road East and Garfield Road West.

MBB’s involvement began as project was in the initial planning stage. Desired outcomes included upgrading the existing two-lane road to a four-lane divided road (with capacity to widen to six lanes), upgrading the flood resilience and road safety, providing a new bridge over First Ponds Creek (Garfield Road East) and Eastern Creek (Garfield Road West), providing facilities for pedestrians and cyclists, and ensuring bus priority at new intersections

Our role

MBB Group acted as the in-house project development team member for the initial planning phase of the project. Our team was responsible for client-side business case development, managing project controls, program, scope and change management, risk and budget management, Infrastructure New South Wales (INSW) Gateway reviews, project health checks and reporting.

The MBB team worked with the community and key stakeholders including senior elected representatives at State and Local Government level. The team also provided advice to property owners and potential developers about future project requirements which may affect their development and supported their examinations of options which might reduce impacts or enhance benefits.

During the project lifecycle, key achievements included:

  • Successfully managing complex stakeholder issues with a design solution to avoid the Aboriginal Land Claim in the area which allowed fast tracking of the project
  • Managing the Development Application (DA) comments from the project side allowing development to continue while future-proofing the corridor
  • Organising the flooding and drainage contracts for the North West Growth Area which modelled the areas between Hawkesbury and Blacktown Councils
  • Finding savings of $900,000 per project and saved 2 years in the project timeline by generating efficiencies in the assurance processes.
