Ichthys LNG (NT)

Setting up a Project Management Office for one of the world’s most ambitious projects

At its inception, Ichthys LNG was ranked among the most significant oil and gas projects in the world. The energy development project was a joint venture between INPEX group companies (the Operator), major partner TotalEnergies, and the Australian subsidiaries of CPC Corporation Taiwan, Tokyo Gas, Osaka Gas, Kansai Electric Power, JERA and Toho Gas.

Ichthys LNG was expected to produce up to 9.3 million tonnes of LNG and 1.65 million tonnes of LPG per annum, along with more than 100,000 barrels of condensate per day at peak. It was one of the few energy projects worldwide to incorporate the whole chain of development and production: subsea, offshore, pipeline and onshore.

With such a diverse range of stakeholders, the alignment of expectations and assumptions was critical to the success of the project.

Our role

MBB specialists were engaged to develop and implement a Project Management Office (PMO) for INPEX.

Our services

Our specialists successfully recovered the project which was in distress, successfully defended INPEX against commercial disputes and managed numerous complex stakeholder engagements over multiple project handovers across the life of the project.

We led the development of a project controls team for the project’s power station. This involved:

  • Provision of an entire project controls team (planning, cost, estimation, change management, PCM)
  • Complete project controls systems
  • Training and guidance to ensure delivery of the project was maintained.
  • Provided standby resources, providing the client with flexibility to respond to time and scope pressures
  • Development of the Integrated Schedule, Cost, Risk Analysis (ISCRA) process for sequence
  • Complete, deep dive review of the risk register and associated workshops
  • Schedule (SRA) Risk Analysis, and Cost (CRA) Risk Analysis
  • Risk and opportunity mapping and monitoring
  • Claims and dispute advisory services to the management team as required.

Our specialists also provided expert claims strategy and defence through the project lifecycle to ensure the client was always in the best position through any event that arose. This was key to the final outcome on the project as this project had several upstream and downstream matters.
