M4-M5 Link – Westconnex (NSW)

Ensuring solid foundations for the successful delivery of Sydney’s new tunnels

The M4-M5 Link will completely redefine traffic flows in and through Sydney’s inner west, easing congestion on Victoria Road and City West Link and improving local connections.

The project consist of twin motorway mainline tunnels between the new M4 East at Haberfield and the new M5 in St Peters. Each tunnel will be around 9 kilometres in length and built to accommodate up to four lanes of traffic in each direction.

A new underground road interchange at Rozelle will also be constructed to provide connections to and from the M4-M5 Link.

Our role

MBB Group provided strategic leadership, commercial, transaction, technical management and property acquisition services to the Roads and Maritime Services (RMS) Motorways Divisions. The team was closely involved through the initial business case, planning stage and delivery phase of the project.

During the project lifecycle, key achievements for the MBB team included:

• Successfully leading the procurement process on behalf of RMS during the planning and procurement phase of the project
• Establishing clearly defined bidding criteria – this attracted more potential bidders, increasing the breadth and depth of competition, thereby extracting more value for the government
• Leading the industry engagement, tender preparation, tenderer interactive and contractual close, delivery transition and delivery phases of the project
• Undertaking extensive technical studies to establish the clear technical feasibility of the project and identify any engineering uncertainties to be resolved before the project was taken to procurement.
