Developing a new strategy to deliver better education facilities

The Macquarie Park Education Precinct will deliver new primary and secondary schools to address the growing service need for learning spaces within Ryde Primary and Secondary School Community Group.

To ensure the project met demographic projections for 2036, there was a need to develop an investment decision document, a strategic business case and a final business case for a collection of area-wide interventions to increase learning spaces through new school construction.

The Project partnered with Schools Infrastructure New South Wales (SINSW) Strategic Transactions to develop a new delivery typology which responds to rising land costs and prioritises long term value-for-money solutions for education. A fast-tracked pilot considered conversion of existing commercial office space into educational facilities, further enabling governmental response to growth areas.

Our role

MBB provided project management services from project initiation phase through to master planning and concept design phases to produce a final business case for submission to NSW Treasury. During the project, key achievements included: 

• The distilling complex demographic scenario planning to create effective supply strategy for new schools in the area.
• The delivery of the strategic business case for submission to NSW Treasury and investment decision document for SINSW executive approval
• Comprehensive stakeholder consultation to assess the impacts of the proposed changes on education.
• Rapid gap analysis of existing engagements and procurement of required consultants to meet the delivery deadlines.
• Site due diligence completion such as geotechnical and contamination reports, aboriginal cultural heritage report, traffic assessments, services capacity assessment.
• The development of multiple planning strategies for sites concurrently (primarily State Significant Development Applications).
