Uncomplicating one of the world’s most complex road projects

The Rozelle Interchange and Western Harbour Tunnel Enabling Works (RIWHT) is a road project which research indicates is of a technical complexity never previously replicated anywhere in the world.

The program is the final and most complex stage of the $16.8 billion WestConnex Project. 

RIWHT will provide a new underground motorway interchange to City West Link and underground bypass of Victoria Road between Iron Cove Bridge and Anzac Bridge with links to the future Western Harbour Tunnel. On completion, the new below-ground interchange at Rozelle will also provide active transport links, motorway operational facilities, and ten hectares of new public open space located at the site of the disused Rozelle Rail Yard.

Our role

MBB Group was the lead strategic advisor, transaction, commercial and technical advisor for the development of the Collaborative Contractor Client (CCC) procurement process. Through this time, we worked collaboratively with Roads and Maritime Services (RMS) and its stakeholders to develop the model. This included responding to market feedback and concerns in relation to project complexity and constrained market conditions. 

MBB led the procurement phase, providing leadership and direction in the key roles of Project Director, Commercial Director, Technical Director and Transaction Management Lead and provided supporting commercial, transaction and technical advisory services.

During the project lifecycle, key achievements included:

  • Leading the extensive consultation with Transport for NSW on interfacing projects (Sydney Metro West, Sydney Light Rail)
  • Leading consultation with Urban Growth NSW on the Bays West Precinct Masterplan (of which the Rozelle Interchange is a part) to ensure whole of government objectives were met
  • Developing the required Interface Agreements for inclusion in the contract
  • Developing and managing the evaluation process and the management of third-party client stakeholders
  • Leading the negotiations with the upstream PPP concessionaire on changes to the risk allocation associated with the delivery of the Rozelle Interchange as part of the M4-M5 Link concession
  • Following a successful contract close, managing the development of the delivery structure for the State
  • Undertaking transition and handover from procurement to the incoming delivery team.
