Delivering a better way to deliver Australia’s biggest public transport project

Sydney Metro is Australia’s biggest public transport project. It is a complex program of works to design, construct, operate and maintain a fully automated “turn up and go” metro railway system for Sydney.

Sydney Metro comprises four key projects, each representing a separate line on the metro network. Our team has been supporting the development of Sydney Metro since the inception of Sydney Metro Northwest. The new railway will become the transport spine for Sydney’s growth, connecting communities and travellers with the rest of Sydney’s public transport system with a fast, safe and easy metro service.

Sydney Metro Northwest was the original project consisting of three main packages:

  • $3.7b PPP for the Operations, Trains and Systems (OTS PPP)
  • $1.15b contract for tunnel stations and civil works to construct 15 km twin metro tunnels
  • $390m surface and viaduct civil works contract for a 4 km elevated sky train, including a 270m cable-stayed bridge.

Sydney Metro City and Southwest has two components, split into major work packages in different stages of development and delivery:

  • Chatswood to Sydenham: new 15.5 km twin tunnels (TSE).
  • New stations at Crows Nest, Victoria Cross, Barangaroo, Martin Place, Pitt St and Waterloo (ISD)
  • New underground platforms at Central Station
  • Sydenham to Bankstown upgrade which includes:
    • Upgrade of 13.5 km of rail line (SSJ)
    • Conversion of 11 brownfield stations to metro standards
    • Lifts and level access for all stations.

Our role

MBB Group’s (MBB) services included provision of business case, design management and specification writing, feasibility and concept design, procurement and delivery strategy, market engagement, tender documentation development, tender evaluation, interface and bid writing services, aligning commercial and technical inputs during development of project agreements.

For Sydney Metro Northwest, MBB provided transaction management services to oversee and implement the procurement strategy and tender processes for several packages for Sydney Metro Northwest including the Tunnelling, and Civil and Station and Viaduct contract and the OTS PPP.

During the project lifecycle, key achievements included:

  • Sydney Metro Northwest OTS PPP was set up with future changes and expansion in mind
  • Ensuring the PPP would deliver significant savings for taxpayers, with the NSW Government’s satisfaction that it provides value for money.
  • Innovations in design of infrastructure, service provision and operations, to ensure the project succeeded as the first 100% automated high-speed train service to interface with and operate on existing services, including the systems.
